In the absence of an agreement, Spain would have no choice but to do full border checks. The Schengen treaty obliges member states to do so on their outer borders, for obvious reasons. The same, presumably, is true for Gibraltar regarding UK border regulations.

This seems a bit silly on Spain’s part. I doubt the English living in Gibraltar would mind, but the Spaniards who work in Gibraltar might.

Or Gibraltar could just not… Its Spain’s loss if they want the expense of applying border control, why should Gibraltar impose the same expense upon themselves…?

15K Spanish workers would probably need to find another job. But on the other hand, the dismantling of a tax and smuggling haven at Spain’s doorstep will be beneficial for Spain’s economy in the long run.
