
As we all know, the Slovenian population is rapidly aging due to the low birth rate. Due to aging, the ratio between the number of employees paying contributions to the pension fund and the number of pensioners (or pension beneficiaries) is decreasing. This trend will continue in the future, as the proportion of people over 65 will grow significantly in the coming decades. Today, one in five residents is elderly, and in 35 years almost one in three will be elderly.
Slovenia has a flow-through pension system (first pension pillar), in which working people pay contributions for pension and disability insurance from their salaries. These contributions finance the pensions of existing pensioners.
The main reason for the preparation of the pension reform is therefore the adaptation of the system to demographic trends, i.e. the aging of the population, and the reform is also part of the commitments of the Republic of Slovenia within the framework of the Recovery and Resilience Plan (NOO).

Below is a letter which please send to the Secretary of State Ministries of Labour, Family, Social Affairs and Equal Opportunities to graduate economist Igor Feketija. In the document of the Government of the Republic of Slovenia, the second pension pillar is not mentioned anywhere.
In North America, retirees draw only 30-40% of funds from the first (current) pillar, and the vast majority of the remaining funds from the second pension pillar. The first pension pillar in the US is called Social Security or Pension Plan (CPP)/Old Age Security (OAS) in Canada. The second pension pillar in the USA is represented by 401k, 403b, IRA and other tax deferred accounts; and in Canada, Registered Retirement Savings Plans (RRSPs) and Defined Contribution (DC).

Dear State Secretary Feketi:
Slovenian citizens, we kindly ask for your help in the pension reform.
We are writing to you regarding another pension pillar, which your documents do not yet mention. The second pillar needs a thorough renovation. As it is today, it brings huge benefits to insurance companies and huge damage to savers. Please make the following changes:
1. The state should determine by law the maximum sum that citizens can annually contribute to the second pillar. This sum should be taken into account when paying income tax.
2. Savers should choose passive ETFs themselves, which have inappropriately higher yields than, for example, imposed on savers by Modra Zavarovalnica.
3. Passive ETFs included in the second pillar should be part of an umbrella fund that will not trigger taxes when ETFs are exchanged. The state should provide the participants of the second pillar with a so-called tax shield so that in their old age they can switch from ETFs with higher returns and greater fluctuations to ETFs with lower returns and smaller fluctuations without paying taxes.
4. The state should determine what to do in case an employee spends money inappropriately. In this case, he would have to refund the income tax together with interest.
In the USA and Canada, pensioners cover more than half of their expenses from the second pension pillar. Of course, the latter is legally regulated in North America so that financial firms cannot exploit investors. This is precisely what is happening today in Slovenia, where insurance companies are promoting toxic products with high costs and extremely poor returns:

Vrhunsko napisano kot vedno 👏. Na prevaro drugega stebra opozarjam že nekaj časa in to da zavarovalnice izvajajo legalno krajo nepoučenih ljudi je katastrofa. Dvomim, da ti bodo z ministrstva karkoli odpisali ker to da Modra zavarovalnica izvaja drugi steber za javno upravo je jasno da so se spečali z določenimi politiki za lastno korist.
Plačuje se samo prvi steber, ostali stebri so metanje denarja skozi okno. Zato se pa vlaga v vzajemne sklade, ETF-e, delnice. Investiraš v nekaj, od česar boš imel TI in tvoji POTOMCI koristi. Od dodatnih pokojninskih, naložbeno zavarovalnih produktov ima korist nihče drug kot ZAVAROVALNICA!
Se strinjam zelo, poleg tega treba ukinit modro zavarovalnico in prisilno varčevanje tam vseh v javnem sektorju. Pomoje je celo protiustavno tako trgati denar in ga nalagati v denarcine določenih političnih izbrancev.
