The European Parliament adopted a resolution that strongly condemns the ongoing hybrid attacks and aggressive activities of Belarus against Lithuania and the entire European Union. The text, known as B-10-2025-0571, reflects repeated incidents, including the unauthorized entry of balloons, drones and other devices into Lithuanian airspace, which the parliament considers part of a coordinated hybrid strategy by the Belarusian regime. The resolution noted that these actions pose a risk to civilian security and disrupt the normal functioning of civilian transport, while increasing tensions at the EU’s borders.

The document highlights that these hybrid threats may not be one-off episodes, but may be part of a broader campaign that also includes cyber-attacks, disinformation operations and other forms of coercion. The EP expressed solidarity with Lithuania as a Member State facing such activities and praised the steps Lithuania has already taken to protect its airspace and citizens. MEPs also pointed out that hybrid threats are complicated by the intersection of cyber security, international propaganda and economic pressure, and therefore require a coordinated response from the EU and its partners.

The resolution calls on the EU Council and the European Commission to take concrete steps to strengthen border defense and security, improve the exchange of information between member states and propose additional sanctions against individuals or entities responsible for these hybrid attacks. At the same time, the Parliament appeals to strengthen cooperation with NATO and international partners in matters of airspace protection and response to hybrid threats, as this is a phenomenon that goes beyond the pure bilateral relations of neighboring countries.

It is important to emphasize that this is a resolution of the European Parliament, i.e. a political and politically binding act that expresses the MEPs’ opinion and recommends further steps. This document does not carry directly legally binding obligations for the EU member states, but serves as a significant signal of the Parliament’s position and often influences subsequent decision-making by the European Commission, the Council of the EU or individual governments in the area of ​​sanctions, security policy and defense.

In a broader context, this resolution fits into the EU’s efforts to strengthen its resistance to hybrid threats and to intensify the coordination of responses to the activities of third countries that can destabilize the security of member states. The EP thereby sends a clear signal that EU mechanisms must be prepared not only for traditional security risks, but also for new forms of destabilization that combine military, economic, cyber and informational means to cause chaos or coercion.
