    As I said in the comments, this does not seem implausible. Tibet is not an attractive place to live. Xinjiang is a Chinese Arizona; Tibet is a poor high-altitude thin-aired plateau where non-native women find it hard to carry pregnancies to term. Tibet as such is not a magnet for migrants. Most of the migrants who do come are often temporary, come to work a job and then to return.
