Device against noisy neighbors

Hello, in my uncle’s block, the situation with the neighbor above him is a nightmare. He gets drunk and screams, he raises some dog that he lets down the stairs to relieve himself, the children just scream and yell, etc. House manager, police, etc. they don’t do any work. I also went to talk, because I am a house manager in my block, but the situation is really hopeless.

So far I came across this but can’t find it anywhere. I will eventually buy from the Chinese sites. I’m just wondering if anyone has used something similar.
