this is a troll post, i can read the perso-arabic script and there is no such text in the photo
instead it calls the shah ismail the evil itself and describes him as all the evil kings that have ruled Iran in the past (calling him the Zahhak of the era, an evil lord from old persian myths, also afrasiyab, another evil king who conquered iran from the persian myth’s, mainly in Shahnameh) and describes Selim as greatest of the kings and from the race Suleiman Shah and bayezid all the way to race of Alexander
according to ottomans, Safavids were persians, always calling them “ajam”, that was their political propaganda, not the truth

Idk about the letter, but yes Persians used to not be allowed to any governmental positions or castle, since QizilBashs wanted to rule solely. However this had been changed during the rule of Shah Abbas and QiizlBashs protested by assassinating Wazeers and such
