The third generation of the Program for the Expansion of the Social Equipment Network (PARES 3.0), for temporary housing centres for the homeless, has a total budget of four million euros.
The next round of applications will be held between January 20 and March 20, 2026, and will focus on institutions for the temporary accommodation of people in situations of need or vulnerability, such as the homeless, according to a decree published in the Official Gazette and reported by ECO.
Eligible projects include those within the social economy that create more spaces and capacity for response, and others that “aim to carry out works in social support establishments that are of an urgent nature or when there is a need to adapt facilities and/or replace materials and equipment.”
“It is a priority to increase and upgrade social facilities for people experiencing homelessness, especially Temporary Accommodation Centers, focusing on human dignity, social reintegration, and the life project of each individual, through smaller and personalized accommodation models, psychosocial intervention, and integration into the labor market,” reads the decree signed by the Minister of Labor, Solidarity and Social Security, Rosário Palma Ramalho.
To apply for this third edition of PARES, institutions supporting homeless people need to complete a form from the Social Security Institute and submit a preliminary study or later-phase elements of the architectural project and supporting documentation issued by the competent municipality regarding the works to be carried out.
PARES is an initiative that dates back to the António Costa administration, created during the Covid-19 pandemic, and is funded by the Recovery and Resilience Plan (PRR).
At the end of last year, there were more than 14,400 homeless people in Portugal, according to data recently released by the National Strategy for the Integration of Homeless People (ENIPSSA). This number represents a year-on-year increase of 1,348 and includes those living on the streets and those residing in temporary accommodation centres.
