The Albanian government is expected to approve a penal amnesty, Justice Minister Besfort Lamallari announced in a video message, outlining the categories of beneficiaries and the expected impact.
According to preliminary estimates from the General Directorate of Prisons, around 380 inmates will be released immediately, while approximately 900 others will benefit from reduced sentences. Beneficiaries include minors, women, and individuals convicted of low-risk offenses.
The minister stressed that the amnesty will not apply to serious crimes, corruption cases, or individuals investigated by SPAK and tried by the Special Anti-Corruption Court (GJKKO), emphasizing that the process will be based on clear and transparent legal criteria.
Lamallari underlined that the amnesty is a humanitarian and preventive measure, aligned with European justice standards, aimed at reducing prison overcrowding and promoting rehabilitation rather than serving as a pardon for criminal offenses.
