As Reuters reports

The company added that, despite productive collaboration and progress with Italian aerospace regulators, the broader regulatory framework for business in the country does not currently support the program’s long-term goals.

“Unexpected,” stating that this step was motivated by the company’s policy related to “recent financial events affecting the Group.”

Amazon’s decision reflects regulatory complexities and the company’s focus on complying with Italian law, even in light of earlier trial successes and established cooperation with regulators.
