Both houses of India’s Parliament on Dec. 18 passed the Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India (Shanti) bill (Shanti meaning “peace” in Hindi), repealing controversial provisions of the 2010 nuclear liability law that gave operators the “right of recourse” in nuclear accidents resulting from an act of the supplier, leaving the supplier to shoulder the liability. The new law also enables private ownership and operation of nuclear plants from construction to decommissioning as well as in the nuclear fuel cycle, expanding India’s playing field beyond state-owned Nuclear Power Corporation of India Ltd. (NPCIL) and its joint venture with India’s largest power generator, NTPC.
