In theory, Venezuela is a sovereign country, free to control its oil and choose its allies. In practice, when a country with something valuable brings Russia and China into the equation, sovereignty quickly becomes a discussion about stability. The United States calls its response sanctions. Japan would call it export controls. China calls it market access. Russia calls it security interests. Everyone agrees countries can do whatever they want, and then everyone calmly explains what the consequences will be if they do.
Sovereignty is acknowledged in principle.
Consequences are enforced in reality.
This is the game. States with leverage act directly in defense of their interests. Others use the moment to criticize rivals, reposition themselves, or expand influence. Countries without the capacity to alter outcomes don’t intervene, they signal. They issue statements, form task forces, invoke norms, and manage optics, because legitimacy and stability are the only tools available to them. Some actors shape events. Others are left to narrate them.
