Plaster ceiling gave way due to infiltration, who can a professional evaluate it?

The plasterboard ceiling in my apartment gave way due to water infiltration. The upper floor appears to be in good condition; Just above there is a bathroom, and there is also a bedroom with wooden floors (apparently laid on concrete). From what I understand, the floor is concrete, but with a thin layer of wood, which left me a little confused, given that I’m not a construction professional.

I tried to make a representation of the layers, but I don’t know if it makes sense:
