Can someone answer this for me. When there’s no drought (white). Is that based on average rainfall? Is it below average to see additional drought? Or is it typical in the dry season to see some levels of drought?

You can see the bad drought in California in early 2010s. It’s more noticeable due to the length of time which isn’t seen elsewhere even though other droughts come more often
