No, logic is what’s necessary to realize the deer are under no particular threat from the foreigners you seem intent on vilifying in the most stupid way imaginable.
It is so rare to hear this kind of sarcasm from Japanese people, but having read the article, he is being sarcastic.
I think we need to protect people from the stupid deer.
And not only are they not targeting tourists who did it, but they are targeting residents – particularly long-term ones!
PR’s and naturalized citizens are probably less likely to kick deer than Japanese people…
