Welcoming death of someone who gave their life* (before resurrection was revealed) fighting the real fight in Ukraine against xuilo is a big no-go on its own, but I would concentrate on second part where he badmouthed Ukrainian officials.
There are many things wrong with our PM but this statement is not among them.
I see you’re Alexey ‘Sandwich’ Navalny fan so makes sense you got triggered. Russians don’t have a say when it comes to Ukraine. Simple as that.

Let me put it the way I see it (i’m open to be challenged)
The whole shitstorm started after Laurynas Kasčiūnas (leader of the conservatives, currently in opposition) posted that Volkov was humiliating people fighting for Ukraine, while completely skipping the nazi part (for the context – Kasčiūnas himself had nazi ties in the past)
This framing was then amplified by Remigijus Žemaitaitis (an antisemite who belongs to a ruling coalition) and Inga Ruginienė (a spineless populist who has nothing to do with liberals)
This situation has a lot of missing context and has created a perfect storm for Russian propaganda and Leonid Nevzlin – who previously organized an assault on Volkov and is now sponsoring public figures who are widely perceived as pro-Ukrainian to spread this
