The Director of Kosovo Customs, Agron Llugaliu, announced that the year 2025 has ensured the continuation of record results for this institution, describing it as a year of high fiscal, operational and institutional performance.
In a post published on the social network LinkedIn, Llugaliu emphasizes that Customs revenues have reached 1.965 billion euros, an increase of 132 million euros compared to 2024 and over 3.5 percent more than the government projection. According to him, these results are evidence of efficient management even in conditions of facilitating policies for businesses.
Llugaliu explains that during 2025 alone, tax exemptions for manufacturers and free trade agreements have reached a value of 67 million euros, bringing the total tax exemptions in these categories to 407 million euros.
The Customs Director also highlights the intensification of the fight against the informal economy, which has contributed to the steady growth of revenues, almost twice as fast as economic growth. Meanwhile, seizures and confiscations have significantly exceeded the level of 2024 and are over four times higher compared to 2019.
According to Llugaliu, the protection of society has been strengthened through direct strikes against narcotics, weapons, explosives and dangerous goods, in close cooperation with the country’s security institutions.
He underlines that, according to CEFTA data, Kosovo leads the region in terms of the fastest customs clearance time, positioning Kosovo Customs as one of the most efficient customs administrations in the Western Balkans.
In the focus of institutional development, Llugaliu mentions ongoing reforms, digitalization and innovation, including the use of artificial intelligence in risk management and Track & Trace systems, which are making Customs more modern and functional.
He also emphasizes the importance of recruiting a new generation of 107 customs officers, as a strategic investment in building sustainable capacities for the future.
“Essentially, these results translate into a stronger Customs, for a fairer economy and a safer society,” Llugaliu concludes in his message.
