
A BBC investigation uncovered a network of Chinese men operating from Japan who secretly film women being groped on crowded trains across East Asia and sell the assault videos online for profit.
The ring ran multiple websites with thousands of paying users—mostly in China—and was led by a Chinese national in Tokyo known as “Uncle Qi,” later identified as Tang Zhuoran. He coordinated a team in China and Japan, trained others to commit and film sexual assaults, and marketed the videos openly on social media.
The investigation highlights how “Chikan” (public groping) is widespread in Japan, often underreported, and further exploited by cross-border Chinese-run online pornography networks, while victims continue to fight for stronger laws and accountability.

Unfortunately, I fear that this topic requires a certain level of skepticism. Not because of it being true or false, but because of how it can be used to fuel an already concerning perception of foreigners in Japan.
So why post a news article from two years ago?
BBC filed charges against Noctis Zang, but he still is not convicted. He even posts regularly on his [youtube channel](https://youtube.com/@noctis-official?si=tREiWz-bcdBqMfIF)
Edit: Noctis Zang is the rock singer that owned the Paypal account of the pornographic site, and he is the person who introduced the BBC reporter to Uncle Qi.
