Remember all that news of the US seizing ships in Venezuelan waters? The terror bombing of fishing boats is psychotic, but the cargo ships were all part of “shadow fleets” meant to bypass international sanctions and smuggle goods (almost entirely oil). Russia in particular ballooned its shadow fleet after being sanctioned for their invasion of Ukraine, to prop up their economy in the meantime.
Due to the lack of oversight, secretive ownership, and overall sketchiness of shadow fleets, they also happen to be floating environmental disasters.
