She said she wasn’t mad at him, and the steering wheel was turned in the direction that she would pose no danger to the Ice Agent called her a fucking bitch and shot her 3-4 times. In any other law enforcement he would have been reassigned because that is a clear PTSD scenario. People who have been in that situation prejudge and act rashly.
This was result of a poor administrative system and lack of oversight.

Interesting point someone brought up is that by his own video, you see him come around the passenger side and stand in front of the vehicle. So when she started moving, she may not have even known he was there until she started moving. Which is entirely his fault for walking unannounced in the path of an unsecured vehicle.
