When this article first came up, the teen was also charged with failure to comply with a release order. That means that this wasn’t his first time being charged criminally. Since he’s protected by the Youth Criminal Justice Act, we can’t find out the details of the previous offenses, but it’s clear that he’s gotten off the hook multiple times.
Regardless of this particular case being stayed, it’s obvious he was never going to be dealt with properly by the justice system. This wasn’t his first rodeo.

I hope Mildred gets her justice one day, but hopefully no deaths are involved.
