Japanese criminals cannot be deported from their own country, but foreign criminals can be deported back to their home countries. That means deportation should be used more proactively to keep society safe, even when the sentence is suspended.
In cases like assault, there may be situations where the person was provoked or dragged into a fight, so deportation might not always be appropriate. However, for crimes such as sexual offenses, fraud, or tax evasion, deportation should be applied aggressively even if the offender receives a suspended sentence.

Maybe totally unrelated.but it seems Japanese law allows people with suspended sentences go abroad freely. I know a guy swindled about half billion USD who immigrated to Malaysia while on a suspended sentence. Most likely all his fortunes safely tacked away.
