I used to spend a lot of free time in those parks, just hanging out with the older folks and learning how to play jjangi. It had its issues, but no worse than a week night in popular entertainment districts. The old folks were a lot of fun and it was a good place for them to socialize.
Seoul government might not say anything about it, but the jongro 3-5ga were part of the gay scene in Seoul. I know there are other areas, but that was a long running one.
Let the old folks play their games and talk politics in the park.
