Russia is launching an information campaign aimed at undermining Latvia’s sovereignty and is covertly preparing for potential aggressive actions in the Baltic region.
The head of the Center for Combating Disinformation at the National Security and Defence Council, Andriy Kovalenko, confirmed these findings and released the corresponding statement on Telegram.
«Russians are creating an information field around Latvia in which the notion of this state’s dubious sovereignty dominates.»
– Andriy Kovalenko
Kovalenko added that similar signs of this approach are also evident in the actions of Russian diplomacy, and Latvian intelligence closely monitors them.
The head of the Center for Combating Disinformation also stressed that the Kremlin’s analogous strategy was previously employed against Ukraine.
«Since the 1990s, the Russians’ strategy has worked against Ukraine as well, and ultimately led to attempts at political, and then military, occupation of our state»
– Andriy Kovalenko
He added that as early as 2024, during a conversation with Latvian armed forces personnel, he spoke about signs of Russian preparation for aggression in the Baltic region.
According to the expert, currently the form of possible aggression by Russia has not yet been defined.
«These could be drone strikes on infrastructure, or hybrid infantry operations, or coercion»
– Andriy Kovalenko
The article also notes that Russia continues covert preparation for a possible scenario and seeks to accumulate resources to carry it out given the regime’s political will.
In Latvia’s Constitution Protection Bureau (SAB) 2025 report, it is noted that Russia is increasingly using legal instruments on the international stage to discredit Latvia and pressure to change its stance toward Russia and the Russian-speaking population.
According to SAB data for 2025, these trends are confirmed by official documents.
In the context of these events, experts from the Center for Combating Disinformation note that in Moscow, under the guise of a forum, the clergy of the Russian Orthodox Church were given instructions on how to “sell” the war to their flock.
Against these findings, analysts emphasize that Russia continues covert preparation for a possible scenario and seeks to accumulate resources to implement it given the regime’s political will.
Overall, these conclusions confirm a tendency to use informational and legal instruments within a global strategy of pressuring Latvia and changing the course regarding Russia and the Russian-speaking population.
In light of these data, Baltic security services continue monitoring the situation and strengthening preventive measures to preserve stability in the region.
