What an interesting positive attitude from Washington. Although, yes, one can convince oneself that it is hard to do anything there. But it is not impossible. Especially considering that Europe has signed a fairly large number of economic cooperation agreements over the past month, some of which had been sitting in a drawer for 15 years for fear of spoiling relations with the US.
