Today Europe remains the main source of financial assistance to Ukraine, as well as the primary provider of intelligence and military support. At the same time, France does not rule out the possibility of dialogue with Russia, provided there is full transparency toward Ukraine. This position was voiced by French Foreign Minister Jean-Noël Barrot during a conversation with the Libération newspaper, answering questions about the possibility of resuming dialogue with Vladimir Putin.

France’s position on dialogue and the current state of the conflict
According to the French minister, Putin does not currently show clear signs of a willingness to seek peace, and the latest Russian attacks on civilians confirm this. At the same time, Barrot drew attention to a note regarding the incident of the shelling of the Barvinkove–Lviv passenger train, which could influence the further assessment of the situation.
The head of French diplomacy also confirmed support for Ukraine during the war:

On December 19, 2025, the French president expressed the view of directly involving European countries in dialogue with the Kremlin’s leader, and Macron noted that starting talks with Putin again would be beneficial. In Moscow, Putin’s willingness to engage in dialogue with the French leader under the condition of mutual political will was confirmed.

In response from Russia it was noted that Putin is ready to engage in dialogue with the French leader under the condition of mutual willingness on both sides. Such statements underscore Europe’s commitment to supporting Ukraine while considering the prospects for dialogue with the Russian Federation only under transparent and reciprocal conditions. In this context, Europe continues to support Ukraine and seeks to balance the ethics of aid with geopolitical dynamics.
