The first came from an anonymous tip line where multiple cops came out to to give a testimony, including one that wasn’t in duty anymore.
Frequent sexism, persistant stereotyping of minorities, biased promotions,… where reported.
The second took a broader overview of the police force functions and show deep problems too.

Lausanne and Renens are now shitty enough that the police need to step up their game, not hide away. No doubt this “broad overview” came from agitators.
