European Union and Germany strengthen Bolivia's energy transition program with €9mn

The support program for energy diversification in Bolivia, now called EU4ProTransition, consolidates its scope with total co-financing of €9 million (mn) in non-reimbursable funds, resulting from coordination between the European Union and Germany’s Federal Ministry for Economic Cooperation and Development (BMZ).

The initiative combines the € 5mn granted by the BMZ with an additional € 4mn from the European Union, which will make it possible to incorporate new strategic components aimed at regional power integration and the development of green hydrogen, positioning Bolivia as a potential hub for energy interconnection in the region.

At the meeting with the cooperation representatives, the minister of Hydrocarbons and Energy, Mauricio Medinaceli, stated that “Bolivia is entering a phase in which the market is a main player and the private sector is another key player, under price, volume, and marketing conditions as close as possible to market conditions, without neglecting the poorest families in the country.”

For his part, Félix Fernández-Shaw, director for Latin America and the Caribbean at the European Commission, pointed out that the Government of Bolivia wants to start a new phase, a new stage in the field of energy: electricity, renewable energies and the entire set of measures that the Vice Ministry is promoting. “Within this framework, the aim is to translate the planning of the Ministry of Hydrocarbons and Energies into concrete actions to attract European companies and investments,” he added.

Meanwhile, José Schulz, ambassador of the Federal Republic of Germany in Bolivia, stated that “this meeting reflects the firm commitment of Germany and the European Union to support Bolivia on its path toward sustainable energy diversification oriented toward development and aligned with the country’s national priorities and international commitments on climate and development.”

The formalization of this alliance was completed on Wednesday through the signing of the pre-agreement for co-financing by the European Union of the BMZ program, a milestone that consolidates the political and institutional commitment between the parties and strengthens a synergy aimed at the country’s sustainable development and energy security, within the framework of cooperation based on shared responsibility and a common vision for the future.

The event took place this Wednesday during the “Team Europe Mission to Bolivia”, held from February 2 to 5, 2026, and was attended by Christina Seeberg-Elverfeldt, in charge of Bilateral Cooperation with Bolivia at BMZ; Jaume Segura Socías, ambassador of the Delegation of the European Union in Bolivia, as well as government authorities and representatives of the European Union and GIZ.

The Ministry of Hydrocarbons and Energies, through the Vice Ministry of Electricity and Renewable Energies, is promoting the ProTransition program to strengthen the diversification of the energy matrix, reduce dependence on gas, and guarantee the supply of electricity, with financial support from the European Union and German Cooperation, through GIZ.

ProTransición is the Energy Transition Strengthening Program, aimed at creating and consolidating financial, operational, and technical conditions to increase the use of renewable energy, promote self-generation of electricity, improve energy efficiency, and boost electric mobility, contributing to the fulfillment of the country’s climate commitments.
