Blond hair is mostly due to less melanin due to needing whiter skin for vitamin D.
But not all arctic people have that same evolutionary route as having lighter or darker hair doesn’t really matter much in the arctic.

Because they were farmers who did not eat much meat like the Inuits, Samis etc did. The reindeer herders get their vitamin D from the meat.
Blond hair and blue eyes = agricultural expansion to the north. Blond hair/skin allows more sun to be absorbed by the skin
Come on people, read and learn basic human evolutionary stuff. Vitamin D!
