Looks like someone left some bollards out a bit too close to the edge of the river, and the tide came up. Whoops. Didnt think they’d float like that, but it looks cool!

It’s called a donkey dick. Traffic bollard. Heavy rubber base and closed top hollow plastic tube. Why its in the river is a different question
