could be a few things, most sports related. They had weekend cricket which I think was the most popular but also footy, volleyball, and a bunch of other stuff like illegal greyhound gambling. Also notably one of the very few places that had womens sport and given that the character portrayed looks female with a racket it might be about gawking at them.
Based on the name “Deaf and Dumb Institute” I’d say this map is quite out of date.
