Latvia Recognizes Ukrainian Electronic Signatures as Legally Equivalent to Handwritten

Latvia became the first country in the world to officially equate Ukrainian electronic signatures with handwritten ones in legal force. This decision opens access for Ukrainians to Latvian online services and business operations, including for more than 31,000 Ukrainians who have dealings in Latvia.

According to the Ministry of Digital Transformation of Ukraine, from 2026 Ukrainian electronic signatures, included in the European Commission’s list of trusted third countries, will be recognized in Latvia as equivalent to handwritten signatures. This will allow Ukrainians and Ukrainian companies to sign documents online, interact with Latvian banks, submit applications for state and municipal services, and also enter into contracts with Latvian partners remotely.

“This will significantly ease communication and cooperation between Ukrainian citizens in Latvia, as well as between Latvian and Ukrainian businesses, state and local authorities.”

The Ministry of Digital Transformation also noted that for interacting with Latvian institutions and businesses you can use Diya.Sign-EU or other e-signatures from Ukrainian centers that meet EU standards.

The expected effect of this initiative is to broaden the digital interaction of Ukrainian residents in Latvia and to simplify cooperation between Latvian and Ukrainian businesses and government structures.
