Former Kosovo Intel officials: Aleksandar Vulin’s threats are a warning for Kosovo’s diplomacy and security

Former Kosovo Intelligence Agency (AKI) officials called the threats by former BIA chief, Aleksandar Vulin, against Kosovo, Prime Minister Albin Kurti, and anyone pursuing “anti-Serb” policies, worrying and propagandistic, saying his statements should alert local and international institutions.

Former AKI Inspector General Burim Ramadani told KosovaPress that Vulin’s statements are extremely concerning and that he, through his words, has effectively incriminated Serbian intelligence services for past actions in Kosovo.

“It is extremely worrying, not only the threat itself made by Aleksandar Vulin, known for his chauvinist policies and stances, but also the formulation of his sentences. He has not only threatened Kosovo and individuals, but also admitted that Serbian intelligence services have carried out killings in Kosovo in the past. When such statements come from someone who has served as head of the BIA and as Minister of Defense and Interior, this is evidence that should alert both Kosovo and international diplomacy. Vulin has incriminated himself and Serbian intelligence for past killings,” Ramadani said.

He further emphasized that Serbia acts as a tool of Russia and aims to destabilize Kosovo, urging heightened vigilance in the security sector and stronger coordination with international partners.

“Serbia, as a tool of Russia, will continue to act irresponsibly and exploit any situation it can to destabilize Kosovo and threaten citizens, including state leadership. This is one public example that chauvinism like Vulin’s is not isolated, but a state and societal mentality. The security sector must raise vigilance, readiness, and communication with international partners, especially the U.S., NATO, and regional states,” he said.

Meanwhile, former AKI inspector Shkelzen Sopjani said the threats are not surprising, noting that Serbia lacks the capacity to carry them out. According to him, such statements reveal Serbia’s extremist, nationalist, and chauvinist nature.

“It is not surprising when such a statement comes from an anti-Albanian. The positive aspect is that they have no capacity to implement what Vulin said. BIA is not Mossad, and Serbia is not Israel; if it were, they would have done it long ago. Their statements are only expressions of desire. They are not truly dangerous but reflect the extremist, nationalist, and chauvinist nature of Serbian politics,” Sopjani said.

Following the threats, Kosovo Interior Minister Xhelal Svecla described Vulin’s statements as a dangerous precedent and a direct threat to Kosovo and Prime Minister Kurti.

Svecla said security institutions are ready to respond professionally and legally to any threat.

“This statement represents a dangerous precedent and a direct threat to the Republic of Kosovo and its Prime Minister, Albin Kurti. Beyond his documented ties with Russia, Vulin is widely known as the spokesperson for President Aleksandar Vuçiq’s positions. Kosovo’s institutions, operating at a high professional level, are fulfilling their constitutional and legal mandate. They are ready to address any threats professionally and legally. At the same time, as institutional leaders, we will not be intimidated by these threats and will continue strengthening our independent and sovereign Republic,” Svecla said.

Former BIA chief Aleksandar Vulin, in Serbian media, threatened attacks against Kosovo, Prime Minister Kurti, and anyone pursuing “anti-Serb” policies.

He said Serbia should operate in Kosovo as Israel’s Mossad does against its perceived enemies.

Vulin did not deny that Serbia has carried out attacks against Albanians; instead, he stated that they know how such actions are done.
