I don’t know where else to look.
For your mini project, you need a vector map of the ESO networks of airlines. From openstreetmap is not suitable, because only high voltage lines are marked there, low voltage is also needed. Everything I find publicly available is just raster data, it doesn’t work for me either. Pa’inspect’inus(F12) what geoportal.lt is loading, it’s also raster data.
For the latest GRPK data package it says that "As of 10/31/2024, the data of the layers DUJOS_L, ELEKTR_L, ELEKTR_T and NAFTA_L are not provided by the decision of the data controller."I guess the vector data used to be in the package. There are also hints of this when loading the ArcGIS server through QGis. Raster data is displayed, vector files are not.
