Joseph P. Landry IV, 40, was arrested Thursday, March 5 on a warrant from Malta Town Court. He is charged with two counts of overdriving, torturing and injuring animals, and failure to provide sustenance.

The charges stem from an incident on Jan. 9 at a residence near U.S. Route 9 in Malta. Landry is accused of neglecting a Yorkshire terrier and a Maltese dog.

The terrier reportedly had facial hair sticking to its eyes, overgrown nails, sores, and severe dental disease. The Maltese allegedly suffered from severe eye crusting, fur matting, flea infestation, and a dewclaw growing into its paw pad.

Landry was arraigned before Judge Ellwood A. Sloat in Malta Town Court and released on his own recognizance. He was returned to Warren County Jail for unrelated charges.

The residence was condemned by Malta Code Enforcement, and the dogs were taken to Saratoga County Animal Shelter for care.
