The Finnish government is considering the possibility of lifting the current ban on hosting nuclear weapons on its territory. This issue is raised in the context of defense strategy and cooperation with the Alliance, in light of new security challenges in Europe.
According to the government, Reuters materials corroborated by Ukrinform confirm the information. The Nuclear Energy Act of 1987 prohibits the import, manufacture, possession, and conduct of nuclear tests on Finnish territory. Some segments of the population believe that such a provision would benefit Russia only in the event of a full-scale conflict.
The Government and Parliament’s Position
The change is necessary to ensure Finland’s defense within NATO and to fully deploy deterrence and collective defense capabilities
– Minister of Defence Antti Häkkänen
According to Defense Minister Antti Häkkänen, the proposed amendment that would repeal this provision should be considered by Parliament, where the majority belongs to the right-leaning ruling coalition.
In the course of the discussion, they emphasize the importance of cooperation with European partners: France and Germany have announced plans to deepen cooperation with NATO on nuclear deterrence in light of rising risks from Russia and the instability connected with the conflict in Iran.
In 2024, Finland signed a defense pact with the United States, which allows American troops to use 15 military facilities and zones on Finnish territory.
It was also noted that Poland is negotiating with France regarding participation in a nuclear deterrence program – these topics are discussed by European leaders in the context of strengthening regional security.
As Ukrinform reported, the President of Finland Alexander Stubb urged allies to intensify economic pressure on the Russian Federation and supported Emmanuel Macron’s idea for a complete ban on maritime services for transporting Russian oil and coal.
The government continues to discuss the proposed provision, taking into account the country’s strategic interests and the position of opposition forces in Parliament. The final decision will depend on political support and the current security situation in the region.
