Its actually a smart diversion tactic. It puts the target on some guy who’s totally oblivious but also in a place that’s politically difficult to attack, because bombing a hospital and killing how many patients just to get one guy isn’t a good look.
Meanwhile, whoever is really in charge flies under the radar for a while. At least until Mossad works out who’s calling the shots.
