Researchers at Tyumen State University have developed and patented a new database dedicated to paradiplomacy between Russia and China, offering a comprehensive analytical tool for studying subnational international relations,
reports Ministry of Science and Higher Education of the Russian Federation.
The project, titled “Paradiplomatic Atlas: Russia–China”, was created by a research team from the university’s Institute of Social Sciences and Humanities as part of a broader initiative on paradiplomacy and sustainable development launched in March 2025 under the auspices of UNESCO.
The database provides a structured overview of partnerships between Russian regions and administrative units of China. It compiles legal frameworks, agreements and cooperation mechanisms, allowing users to analyse the dynamics, geographic distribution and thematic focus of bilateral ties at the regional level.
Researchers say the system offers new insights into how subnational cooperation contributes to the overall development of relations between the two countries.
In public administration and international relations, it can be used to monitor interregional cooperation and support evidence-based decision-making. In academia, the resource provides a foundation for both theoretical and applied research in political science and regional studies, as well as for the development of educational programmes.
The database may also be used by trade and economic institutions, including chambers of commerce and business organisations, to identify opportunities for expanding bilateral economic ties. In addition, cultural institutions, tourism organisations and other stakeholders can apply the data to plan joint initiatives, exchanges and international events.
By systematising information on Russia–China regional partnerships, the new database is expected to contribute to a deeper understanding of cross-border collaboration and support the development of future initiatives in diplomacy, economics and cultural exchange.
