Somehow the swan is bothering me, is this society normal?

Today by the Sava at this location 46.119450822303094, 14.447409231933376 (more than 800m as the crow flies from the kayaking club and the rapids) I observed a kayaker who followed the swan for a long time, tried to hit it several times with an oar and also with something that looked like stones, and obviously harassed it on purpose. although the swan was retreating. I shouted across the river to leave the swan alone, but he obviously didn’t hear me or ignored me. He followed the swan down the slope and when I reached the rapids, he was gone. But people were able to quickly tell me who it was and that it was "contrary to anger". It is not a matter of general spitting on kayaks and most people behave normally even if they interfere with the living environment of wild animals. But if someone out of their own ego and for their hobby or business chases and harasses animals whose only home is this, and that is far away from the actual area where the kayakers practice, that is simply rotten (I’m trying my very fucking best to stay respectful.). We already have only one patch of swans by the river, the geese have been gone for years and years, and there are more and more people. People who have already shrunk and transformed the space along the rivers to the point of absurdity.
