Since 2024, Ritsumeikan APU ignored immigration warnings about properly documenting new students. In 2026, they have been automatically removed from the “Proper School” list [適正校 (クラスI)] and downgraded to Category 3 非適正校 which is considered “improper” or “suspicious”. 100 students are now unable to enter Japan due to new enforcement and over 10 newly required documents. Schools in the proper school list are typically trusted to vet students themselves and offer the documentation to immigration but going forward, students who become enrolled at this school will now be looked at with extreme scrutiny.
Ritsumeikan APU officially blacklisted by Immigration Category 3 'Suspicious' (非適正校)status confirmed. 100 Students unable to reenter country.

This is pretty surprising since they are well-regarded in the region. But when you consider that universities tend to run on thin profit margins and are probably understaffed they might not follow up with students as closely once they are enrolled.
Also this is an aside but immigration ought to be more strict on Japanese language schools as well. I briefly attended one that felt more like a south east Asia/ south Asian visa farm, basically the classes were middling at best but the students were highly encouraged to work part time at bento factories and other such jobs. And tbh they seemed more interested in work than studying too.
It’s kinda surprising tho since APU is considered among prestigious private universities in Japan….
The title is incorrect – the linked article doesn’t say “100 students unable to reenter”, it says about 100 new students could potentially experience delays in entry. We don’t know yet – in the end the actual number could end up being zero.
Wow I was literally there today with my daughter. They make a big deal about how they have students from 100 different countries.
