On April 27, the Japan Institute of International Affairs (JIIA) will welcome H.E. Ms. Liisa-Ly Pakosta, Minister of Justice and Digital Affairs of the Republic of Estonia, to the JIIA Forum. The event will be moderated by JIIA President Kenichiro Sasae, former Ambassador of Japan to the United States.
Minister Pakosta will highlight the growing strategic importance of subsea cables and underwater infrastructure, with a focus on security, cybersecurity, and emerging technologies. Drawing on incidents in the Baltic Sea, she will present Estonia’s deterrence model, which is based on three pillars: redundancy to minimize disruption, rapid repair capabilities, and a strengthened legal framework featuring stricter penalties and extended jurisdiction.
Born in 1969, she is a mother of five. Minister joined the Eesti 200 political party in 2023. She has previously been a member of the Pro Patria and Res Publica Union political party.
