I can’t figure out what the black thing is on the shoulder of the guy in white. I first thought an ear piece but it seems way too big for that. I can’t think of any other guesses though.

Just saw a tow truck carrying an American cop car headed for the city, maybe a movie prop. (Looked like a Dodge Challenger, couldn’t get a pic as I was driving,)
