This feels like a mistake. No way, they can survive this otherwise.
I just checked. It’s $22.90 minimum for me in Sydney Metro.
Local pizzeria is absolutely the right option. Dominos is garbage, if you have literally any other option then go with that. My local one is a bit pricier, but proper size pizza and tastes way better.

Wow. So Domino’s wants $50 minimum for delivery when ordering directly from them while they often offer two for one large pizzas on UberEats so with Uber One you get free delivery so two large pizzas delivered for roughly $20.
Tbh, delivery considerations shouldn’t even feature into the discussion.

Do not order dominos unless you have absolutely no other option. You might think your local pizza place is more expensive, but it’s actually not. Bigger pizzas, more substantial, real ingredients, etc. Dominos and Pizza Hut used to be viable options. They are now corporate cardboard trash that will give you bowel cancer.
I’m such a cheapskate I make my own pizza. I couldn’t justify $20 for a pizza, even if it’s fancy woodfire 😭
