Well yes, we know that. These laws target law abiding citizens and are not evidence based.
Instead of actually dealing with the problems which mainly are illegal electric motorbikes and scooters, they place unsustainable restriction of legal vehicles. Likewise instead of ensuring that people who are hiring E-scooters are 16 (as they already are), they make everyone have a licence (And let me guess the hire e-scooters won’t be verifying that and will continue to hire to anti-social under 16’s).
