The European Union and North Macedonia have reaffirmed their commitment to strengthening cooperation in research and innovation following the third Joint Research and Innovation (R&I) Committee meeting held on 16 April 2026 in Brussels

The meeting was organised under the Horizon Europe framework and brought together senior officials to review progress, share policy developments, and outline future priorities.

Strengthening policy alignment

A key focus of the meeting was aligning research and innovation policies between the EU and North Macedonia. Participants examined several key EU initiatives aimed at boosting competitiveness and technological leadership.

Among these were the EU Startup and Scaleup Strategy, the ERA Policy Actions for 2025–2027, and the European AI in Science Strategy.

In addition, the European Commission provided further details on its proposal for the next Research and Innovation Framework Programme, offering insight into how future funding and collaboration opportunities may evolve.

North Macedonia’s innovation landscape

North Macedonia presented significant updates on its national research and innovation framework. A major milestone has been the adoption of a new Law on Innovation Activity, Scientific and Technological Development, and Entrepreneurship in 2025.

This legislation has led to the creation of a dedicated national body, the Agency for Innovation Activity, Scientific and Technological Development and Entrepreneurship (INOVA). The establishment of this agency marks a step forward in coordinating innovation efforts, supporting research institutions, and promoting entrepreneurship nationwide.

The country also shared progress on its Smart Specialisation Strategy, with particular emphasis on the 2026 Action Plan. This strategy aims to focus investment and resources on priority sectors where North Macedonia can build competitive advantages.

Another key area of discussion was North Macedonia’s participation in Horizon Europe. Both sides reviewed the latest data on project involvement and funding success rates, as well as engagement in specific programme actions.

The European Commission outlined upcoming funding opportunities available under the 2026–2027 Work Programme, encouraging continued and expanded participation from North Macedonian researchers, institutions, and businesses. These opportunities are expected to support collaboration across a wide range of scientific and technological fields.

The meeting concluded with a shared commitment to maintaining strong cooperation and ensuring continued progress under Horizon Europe. Both parties recognised the importance of sustained dialogue and collaboration in addressing common challenges and advancing innovation.

The next Joint Research and Innovation Committee meeting is scheduled to take place in Skopje in 2027. This upcoming gathering is expected to build on current achievements and further deepen the partnership between the EU and North Macedonia.
