The Ministry of Antimonopoly Regulation and Trade (MART) analyzed two markets: services of online platform owners and services providing access to a unified automated system for tracking postal items.

Following the inspection, IMVBRB LLC, representing the Wildberries marketplace, as well as a group of entities comprising OZON Market Bel LLC and Internet Solutions LLC (the Ozon marketplace), were included in the register. They were listed under the position “services of online platform owners.”

RUE Belposhta was included in the register under a different position: “services for providing access to a unified automated system for accounting and storing data on the movement of registered postal items.”

For all these companies, a method of price regulation has been established – the procedure for setting and applying tariffs. This does not mean that MART is introducing a specific upper price limit or a fixed rate. The entities still independently form their selling prices.

However, they are now required to develop and approve an accounting policy in the field of pricing, as well as to compile an economic justification for the applied prices in the form of a planned calculation with a breakdown of cost items. In other words, tariffs must not just be set, but calculated and substantiated.
