In my experience, Germany has lots of great bakeries. I have not found one city that significantly outperforms others.
I have 5 bakeries that look exactly like that within 15 minutes of driving distance

Do they bake their own bread in house? Imo Germany should follow France and stop allowing point-of-sale to be called bread. Bakery chains here are squeezing out family establishment.

That’s just *any* bakery. It’s not an especially good one.
Mind you there are especially bad ones. But the one in the picture is just one among many like it.
