Always a layer of slick on a river in an area with boats or urban life around it.
Oil is coming out of the engines, and washing off them. Just like Whats on the roads.
Or just a bit of sewage…Someone ate a lot of Chinese last night.

There are known substantial sewerage pipe leaks under the river that “they” dont want “you” to know about.
Urban Utilities has posted a notice about water quality a bit further downstream, could be related?

With that much oil the Mayor should put a toll on the river.
Pretty sure this is just fluid dynamics caused by wind. Something similar to Langmuir circulation. You see these patterns all the time on breezy days
