How do I prevent carousels from buying the lot in front of my house?

Context:

I have a house on a plot of land, almost all the windows face the street, in front of the house there is a plot of land, which is now only grass and a small forest. When I bought the land, I agreed with the seller (the city) that what I could do to prevent carousels from parking there. They said that I don’t have to deal with it, because the land costs 200,000 and that it won’t be sold that easily.
