Exceptional admission to category B traffic tests

I’ve gone through the driving school in a rush, put a crazy amount of money to sleep, and the e-service won’t allow me to register for the theory exam.
Many years ago, there was trouble with driving without a driving license, also criminal matters.
Misdeeds have been paid for years ago, criminal matters have been passed on and are still valid, but the punishments have been served.
What is the real possibility to pass the exams under exceptional circumstances? Trying to register for exams on the spot might be a better option?
