The Montenegrin Electricity Distribution System (CEDIS) signed a tripartite partnership agreement with the French Development Agency (AFD) and France’s EDF International Networks (EDF IN), establishing a strategic technical cooperation to modernise Montenegro’s electricity distribution network.
AFD’s FEXTE technical assistance programme provides funding of up to 290,000 euros, with the possibility of additional support for future investments. EDF International Networks will share its expertise regarding network digitalisation and smart grid development, distribution automation, investment planning optimisation, system resilience and the integration of renewable energy sources.
Over the coming period, joint expert teams will assess the current state of the distribution network, develop recommendations for the digital transformation of the system and prepare long-term investment plans.
This technical cooperation represents an important component of the broader partnership that CEDIS is developing with the French Development Agency. In parallel with the agreement, AFD is assessing potential financial support for the reconstruction of six 35 kV substations and the modernisation of 10/0.4 kV substations throughout Montenegro. The agency has already mobilised 500,000 euros in technical assistance to carry out feasibility studies.
Through technical support and the exchange of expertise with EDF International Networks, CEDIS will further enhance the preparation and planning of these investments. This agreement forms part of the broader strategic partnership between France and Montenegro, established in 2025.
